Abstract

The Brazilian government's actions to consolidate technical assistance and rural extension services (Ater) in the country effectively started in the mid-20th century. In the meantime, Ater at the national level has gone through several transformations, whether in the way it is operated or even in the fundamentals that lead the policy. A recent example is the Política Nacional de Assistência Técnica e Extensão Rural (Pnater) created in 2003, which has undergone profound transfiguration in recent years. The questions that arise about this policy are: how to understand the processes of change that have taken place at Pnater since its inception? What were the factors and actors that led to the modification of Pnater? In view of this, the present research plan aims to analyze the institutional and ideological changes that have taken place at Pnater in twenty years (2003-2023). To this end, the research project intends to use the framework Advocacy Coalition Framework (ACF) to analyze changes in Pnater. In addition, different research instruments will be mobilized: secondary data collection, semi-structured interviews and documental research, field diaries, in order to elucidate the questions that guide this research project. It is expected, at the end of the research, to understand how the political-ideological factors of the State influence the changes in public policies. (AU)
