Abstract

Between the 1930s and the 1980s, Brazilian foreign policy was strongly aligned with the developmentalist project implemented by the Brazilian state. Reflecting this developmental orientation, Brazil's inter-American diplomacy underwent a progressive transformation between 1948 and 1959, moving away from (Pan)Americanism and towards Latin American countries. The objective of this research is to understand how this strategic shift in Brazil's Inter-American diplomacy occurred between 1948 (beginning of the Abbink Mission) and 1958-1959 (formulation of the Operation Pan-America). We work with the hypothesis that non-nationalist developmentalists, such as Roberto Campos, Lucas Lopes and Glycon de Paiva, allied with a certain group of diplomats, were the main responsible for the translation of the developmentalist ideology for Brazilian diplomacy in the inter-American arenas during this period. Based on Pierre Bourdieu's relational approach, focusing on agents and their relationship with the structure - set of practices and values involved in the production of Brazilian foreign policy - we intend to (1) analyze the trajectories of non-nationalist developmentalists and the networks of relationships formed by them (and among them) that allowed them to influence Brazilian diplomacy; (2) examine the role of non-nationalist developmentalists in the main inter-American events of the period; and (3) describe the palace wars fought among the agents disputing for control of the Brazilian diplomatic field between 1948 and 1959.
