Abstract

After the impeachment of the elected president, Dilma Rousseff, her vice-presidentpresident, Michel Temer, followed the ticket's government plan with regard to the aspectlegislative? From this central question, we also intend to answer: In these two yearsin which he was chief executive, Temer managed to change the political bias untilthen in force, favoring the interests of your party? What was the role of political actorsin legislative proposals? In other words, there were changes in priorities and continuity ofpolicies already implemented after the coup?In the end, this opposition and complementation seek to understand howOrdinary Laws, Approved Ordinary Laws, Provisional Measures, Legislative Decrees,Draft Constitutional Amendments, Approved Amendments, Draft Complementary Lawsand Approved Complementary Laws presented during governments, communicate with therhetorical agenda of the respective heads of the executive. This is because, even if Temer did not havehad an inauguration speech, he made an official statement on open television, whereit was possible to identify his main objectives as president. Thus, the center of thisresearch is in the comparison between the governmental (decision-making) agenda and the symbolic agendaof the period.
