Abstract

This proposal is linked to the expansion of the activities of the Brazilian Policy Agendas Project, the national project that is part of the Comparative Agendas Project, made up of an international network of researchers from twenty-three countries who are dedicated to researching the formation and changes in the government agenda in their countries. .Based on the findings and analyzes carried out by the Brazilian project in previous aid over the last 5 years, the proposal aims to map and analyze the attention of different actors on public policies over time. To this end, documents that reflect the attention of decision makers are analyzed, expanding the data already collected by the project, with the inclusion of new databases on legislative proposals, such as ordinary and complementary law projects, proposed constitutional amendments and the government proposals of the coalitions registered for the position of President of the Republic between the years 1985 and 2022.The proposal will create a public and freely accessible database containing more than 130 thousand information on the public policy priorities of the actors involved in the process of formation and change in the government agenda. Based on these data, multiple analyzes will be carried out with the aim of understanding the agenda formation process, its capacity and diversity, thus pointing out maintenance and changes throughout the country's post-redemocratization period. Furthermore, the extensive database will also make it possible to carry out sectoral studies that analyze the dynamics of specific policies, their changes and contexts, as well as to carry out analyzes in a comparative perspective with other CAP member countries.
