Abstract

The present research seeks to problematize the relationship between the State, the market and civil society in local / regional development initiatives, during the Brazilian context called the new developmentalist, especially its peak (2010) and decline (2015), taking as a case study the public policies for MATOPIBA. To this end, we will analyze the articulation between the MATOPIBA Consortium, a group formed by the agriculture secretaries of the states of Maranhão, Tocantins, Piauí and Bahia, and the municipalities that form the micro region of Barreiras (BA), composed of the municipalities of Baianópolis, Barreiras, Formosa do Rio Preto, Luís Eduardo Magalhães, Riachão das Neves and São Desidério. We start from the assumption that governance was constituted as a differentiated institutional environment for sharing powers and an important instrument in the formulation and implementation of public policies. That said, the hypothesis suggested is that the MATOPIBA Consortium, as a governance mechanism, is far from representing the aspirations of the multiplicity of actors involved, especially those that make up civil society, which results in low institutional legitimacy, strengthening the interests of hegemonic agents and, consequently, preventing the implementation of integrated public policies capable of providing effective territorial development. To carry out the research, the methodology employed will consist of conducting document analysis, bibliographic survey, field research and collection and systematization of secondary data. (AU)
