Abstract
The project aims to implement, in interaction between public managers and researchers, the Regional Observatory of Educational Policies of the Greater ABC (ORPEd), foreseen in the innovative Regional Education Plan of the Greater ABC (PRE 2016-2026) approved by the 7 (seven) municipalities of the region as a public policy of planning, monitoring and evaluation oriented to the improvement of quality, the democratization of educational opportunities and democratic management, through the territorial articulation of educational policies. To this end, it proposes the permanent interaction between the planned public management processes and the production and availability of relevant scientific knowledge. The three-year period indicated in the project is relevant for the flow of the public policy object of study and intervention, since between 2024 and 2026 the evaluation processes of the ten-year periods inaugurated by the National Education Plan (PNE) 2014 - 2024 and by the state, municipal and regional converge. Therefore, throughout the ten stages of implementation, it is foreseen, in addition to the creation and consolidation of ORPEd, articulated with the previous development of a pilot project in the municipality of Diadema, the participatory monitoring of the plans in force, with the engagement of school bodies and communities. In the final stages of implementation, the Observatory structures are expected to be applied to the new participatory monitoring cycle to be opened with the new ten-year plans to be approved between 2024 and 2025. From the perspective of the scientific project, the proposition is that the study of collaboration in regional planning and monitoring, materialized in PRE and ORPEd, with systematic monitoring of its evaluation and reformulation cycle, can make a significant contribution to the academic debate on federative collaboration mechanisms in Brazilian education, strengthening the understanding of the conditions and institutional designs favorable to progress in this field of knowledge and public policies. Hence the hypothesis that the incorporation of the regional level in the ten-year planning cycles favors federative collaboration in educational policies, in addition to empowering local managements by strengthening the State character of the ten-year plans and by promoting integrated monitoring and evaluation processes, as in the case of the ORPEd being implemented in the Greater ABC region.
