Abstract

This Internship Project, to be carried out at the University of Paris 1 - Panthéon-Sorbonne, aims to develop a specific question in our master's research project in Brazil, entitled "The tension between popular elements and elitist elements in the theory of John Stuart Mill's democracy" (FAPESP 2023/00135-5), in which we study the controversy raised by Mill's interpreters regarding the British philosopher's democratic credentials. We consider to be central to our investigation the question of to what extent the leading role given by the philosopher to competent experts and/or professional politicians in the formation of public opinion and decision-making processes, unbalances the balance of powers between the various political agents and classes social issues within a representative democracy.
