Abstract

Currently, due to climate change, we are experiencing increasingly constant water crises, causing incalculable losses. In this context, there are impacts on water security, since it is difficult to guarantee water in quantity and quality for living beings and for people and companies to carry out their productive activities. Therefore, monitoring water security in times of climate crisis using Information and Communication Technologies (ICT) is essential. Therefore, consultation with a group of experts would be essential to evaluate risks, assumptions and premises associated with ICT and, with the contribution of each individual, present estimates of technical, operational, economic feasibility and effectiveness in the application of the various technological solutions previously identified. Therefore, based on a project in partnership with the Hydrographic Basin Agency of the Piracicaba, Capivari and Jundiai PCJ rivers, this research aims to collaborate in the development of a technological solution for monitoring water security indicators, coordinating planning, execution and implementation of a panel of experts who present, describe, carry out a careful analysis and validate Information and Communication Technologies-ICT.Methodologically, the research is of an applied, exploratory and descriptive nature, whose study data, of a qualitative nature, will be obtained based on the results of bibliographical and documentary research carried out in the initial phase of this project and subsequently a script of semi-structured interviews will be developed (technique DELPHI for construction and application of the Expert Panel), which will be conducted with experts who work in the area of water resources management. As a result, it is expected to identify and understand ICTs with the potential to contribute to the monitoring of water security, descriptive and evaluative analysis of the results, indicating estimates of technical, operational, economic feasibility and effectiveness in the application of the various technological solutions consensually identified by the experts.
