Abstract

"The historical process of Brazilian urbanization, combined with the advance of real estate speculation, has intensified socio-environmental risks to the present day, considering the occupation of environmentally fragile areas by the more vulnerable segments of the population. In the case of the municipality of São Paulo, during the 20th century, the occupation of the outskirts of the city and environmentally vulnerable areas, on the edges of the newly urbanized territory, was mainly undertaken by the Black population. Despite the existence of municipal, state, and federal regulations aimed at ensuring the protection of these territories, such as Permanent Preservation Areas (APPs), reality reflects processes of exclusion, stigmatization, and social marginalization, leading a portion of the population to inhabit these areas. In a scenario of climate emergency, which contributes to changing rainfall patterns and the occurrence of floods with greater frequency, the lack of effective protection for APPs exacerbates this reality, expanding risks and deepening socioeconomic and environmental inequalities. This research proposal aims to evaluate public policies for structural interventions implemented in APPs since 2002 by the Municipal Secretariat of Green and Environment (SVMA), Municipal Secretariat of Urban Infrastructure and Works (SIURB), and Municipal Secretariat of Housing (SEHab) in the municipality of São Paulo, to understand the fulfillment of environmental justice parameters, based on Fitzgibbons & Mitchell (2019), Meerow & Newell (2016), and Schlosberg (2007)."
