Abstract

The Water Territories project proposes the elaboration of the Program for the Conservation and Restoration of Permanent Preservation Areas in the Municipality of São Paulo (PPAs) in the Municipality of São Paulo, through a partnership between the Federal University of ABC, the Secretariat of Green and Environment of the Municipality of São Paulo (SVMA) and the National Observatory for Water and Sanitation Rights (Ondas). The proposal is framed as a policy in idealization and its scientific contribution involves the dimensions of evaluation, innovation, modeling, grounding and design of Public Policies.At the center of socio-environmental concerns, climate change has promoted changes in rainfall patterns, causing increasingly frequent floods and increasingly prolonged and critical droughts. The degradation of PPAs aggravates this scenario, threatens water security, increases geotechnical and flood risk and deepens socioeconomic and environmental inequalities. In São Paulo, there are about 5.5 thousand linear kilometers of rivers and more than 10 thousand headwaters (Annex 1). In addition, the PPAs present significant remnants of Atlantic Forest (Annex 2), demanding their conservation and recovery, to increase biodiversity and improve the quality of urban and rural spaces.The treatment of PPAs requires a change of approach, from a multidisciplinary perspective and at multiple scales, which goes beyond normative clippings and articulates the socio-environmental and management dimensions, in order to advance institutionally in the formulation of integrated public policies, through innovations in techniques, intervention procedures and new institutional arrangements, including participatory management. In this sense, the construction of the Program for the Conservation and Restoration of Permanent Preservation Areas in the Municipality of São Paulo must start from a vision that considers the territorial diversity and complexity of the treatment of water bodies and their margins in the establishment of priorities and in the elaboration of scenarios with concrete objectives and results, consolidating a political agenda whose guidelines start from a systemic understanding of preservation areas. To this end, it is essential to develop proposals based on technical and scientific criteria and on lessons learned from previously implemented policies, which can support changes in the understanding of ecological and social functions and intervention procedures in PPAs. This process should also consider the transition to sustainability, addressing climate change and ensuring environmental justice, water security and the Human Rights to Water and Sanitation (HRWS).The general objective of the Water Territories proposal is to trigger a process of innovation in approaches to PPAs in municipal public policies, based on the following specific objectives: (i) the elaboration of an assessment of the interventions in PPAs already developed in the Municipality and the survey of new demands and consolidated guidelines in the green plans; (ii) the construction of a typology of PPAs in the municipality, based on a characterization of their phytophysiognomy, the social aspects of the areas and on methods and parameters for recovery and conservation; (iii) the formulation of the design of the Program, based on intervention and management parameters and financing modeling; and (iv) the elaboration of a strategy for its evaluation and monitoring.The proposed partnership is essential to promote the articulation between scientific knowledge and the technical and political knowledge of public management. The partners will contribute, based on their skills, in the analysis of databases and public policies already implemented, in the construction of typologies, in the elaboration of the Program design and in the development of a monitoring and evaluation system, designed in axes of activities with their respective products and results.
