Abstract The inadequate management of solid waste and poor urban cleanliness, coupled with precarious drainage and stormwater management services, represent costs to public coffers, as well as to the well-being of the population, as they deteriorate quality of life and the sustainability of natural resources. Among the numerous aspects of this notably multidimensional issue, this research is concerned with the difficulty of establishing regulatory processes for services whose effects generate benefits and costs beyond their users. The scholarship quota was granted under the FAPESP Public Policy Research Program - PPPP. The project involves researchers from UFABC and has the Regulatory Agency for Public Services of the State of São Paulo (ARSESP) as a partner. The general objective of the proposal to which the scholarship quota is linked is to establish a flow of information and decision-making that allows optimizing the actions of ARSESP regarding the proposition of regulatory guidelines for the provision of public services for urban solid waste management and urban drainage, as well as the improvement of planning, monitoring, and control of the regulation processes of these services. It is expected that the post-doctoral researcher will pursue the following specific objectives: a) Identify studies and concepts for the regulation and oversight of urban stormwater drainage services and describe existing experiences already reported in national and international literature; b) Describe methodologies for analyzing the effect on urban quality of life of establishing public services for urban solid waste management and urban drainage; c) Evaluate the regional provision of basic sanitation applied to drainage and stormwater management from the perspective of cross-cutting with other elements of basic sanitation; d) Establish benchmark indicators and monitoring for the provision of public urban cleaning and urban solid waste management (RSU) services in municipalities and consortia regulated by ARSESP. | |
