Abstract

In Brazil, the palliative care movement has been growing and gaining prominence due to the demographic transition characterized by an increase in the elderly population. Palliative care should be offered to people experiencing health-related suffering from serious diseases, especially for individuals who are at the end of life. There are many prejudices and stereotypes surrounding the subject, leading to a series of attitudinal barriers that hinder the rehumanization of the care process. This research assumes that any social change aimed at providing palliative care to a larger number of people will only be possible through the guarantee of rights. The objective of this research is to verify whether the right to palliative care has been incorporated into federal and state legislation. The aim is to investigate both the existence of current laws and the existence of bills under consideration. Subsequently, it will be verified whether this legislation is in line with the guidelines of the World Health Organization (WHO). It is expected that by the end of the research, a legislative overview of palliative care in Brazil will have been obtained.
