Abstract

Discussions on sustainable development, driven by Agenda 21 and the 17 SDGs, are guiding global efforts towards peace, justice and environmental prosperity. In this context, various institutional arrangements have emerged to promote sustainable development in threatened biomes such as the Amazon and the Atlantic Forest, using the Institutional Arrangements Framework (IAD Framework) to protect common resources. However, there is a gap in the research on the longevity of these arrangements. While the international literature focuses on management and governance, in Brazil the discussion centers on public policy, with little practical research. The thesis project proposes to study how the language of institutional arrangements impacts on the resolution of public problems, combining the theoretical discussion proposed by the Sociology of Public Action within a critical-realist perspective, through a case study in the Guapiruvu neighborhood, Vale do Ribeira, São Paulo, advancing studies on language within the Institutional Arrangement for Development.
