Abstract

Between 2000 and 2006, the Center for the Study of Violence at USP (NEV-USP) developed the "Study of Criminal Impunity in the Municipality of São Paulo" (1988-1997) within the scope of the CEPID/FAPESP program. This research analyzed the flow of the criminal justice system, based on the monitoring of homicide occurrences from the initial police report to the investigations and legal proceedings that occurred in the city of São Paulo between 1991 and 1997. The objective of this proposal is to reinterpret the study of criminal impunity carried out by NEV-USP in homicide proceedings for the period 2015-2021, using digital tools that will allow for greater speed in data collection. The analysis will focus on the internal economy of criminal investigations and proceedings and by this we understand the way in which legal resources are manipulated by technical and non-technical legal operators (investigators, experts, delegates, prosecutors, judges and bureaucratic officials), identifying bottlenecks in the flow of crimes in the criminal justice system responsible for the gap between laws and their discretionary interpretation.
