Abstract

Discussions on sustainable development, driven by Agenda 21 and the 17 SDGs, guide efforts toward peace, justice, and environmental prosperity. In this context, various institutional arrangements are emerging to promote sustainable development in threatened biomes such as the Amazon and the Atlantic Forest, using the IAD framework to safeguard common resources. However, there is a research gap concerning the sustainability of these arrangements. While international literature focuses on management, in Brazil, the debate centers on public policies, with few practical investigations. This thesis project aims to study how the language of institutional arrangements affects the resolution of public problems, combining the sociology of public action with a critical-realist perspective, through a case study in the Guapiruvu neighborhood of São Paulo.
