Abstract

This master's project analyzes the actions of different actors in the judicial power arena and how they seek to engage the Supreme Federal Court (STF) to veto agendas established in other arenas. The research will be developed from an interdisciplinary perspective encompassing the fields of law, public policy, and political science, aiming to analyze the behavior of opposition actors/parties in their constitutional review demands submitted to the STF to block decisions and agendas formed in the legislative arenas, characterized by the relationship between the executive and legislative branches. Using the Comparative Agendas Project methodology, more than 900 Direct Actions of Unconstitutionality proposed between 2002 and 2025 will be mapped. The goal is to identify which parties oppose the executive, how they use the STF to prevent agendas, and what are the priority issues.
