Abstract

The budget is an important instrument that materializes the allocative preferences ofpolicymakers, since public policy sectors need funding. The legislature has been gaining moreand more importance and weight in defining budget priorities, given the reforms to increasethe power of parliamentarians over the budget process. One of them was the imposition ofindividual amendments by parliamentarians that, until 2014, were authorizing. Thus, thecentral objective of this project is to map the distribution of government attention ofparliamentarians, via individual amendments, in the period from 2015 to 2025. Themethodology of this research consists in building a database, with quantitative and qualitativeanalysis, highlighting the content and values of the amendments by sectoral policy, under theanalytical lens of agenda theories.
