Abstract The inadequate management of solid waste and poor urban cleanliness, coupled with deficient drainage and stormwater management services, are regarded as unsustainable conditions in the medium to long term, which cannot be mitigated solely through public expenditure and adherence to the reliability standards of regulatory agencies. Environmental sanitation, urban cleanliness, and solid waste management are significant indicators of the quality of public administration and population development. The research associated with this work plan aims to establish a flow of information and decision-making processes that optimize the actions of a regulatory agency. The master's thesis will focus on the technical and economic-financial feasibility of providing urban stormwater drainage and management services, as well as solid waste management. Given the non-exclusivity and non-rivalry characteristics of such public services, regionalization could be a strategy to achieve economies of scale in service delivery. The master's research will seek interdisciplinary approaches, drawing on ecological economics and concerns for the quality of life of the local population. The objectives of the master's research are as follows: a) To identify studies and concepts related to the regulation and oversight of urban stormwater drainage and management services, and to describe existing experiences reported in both national and international literature; b) To identify regulatory mechanisms for setting tariffs (fees or charges) in cases of regionalized service provision for urban stormwater drainage and management, where there may be a need to establish individual tariffs/fees for municipalities, with a focus on financial sustainability. | |
