Abstract

This activity plan is part of a project developed by the Center for Studies in the Implementation of Educational Policies, aligned with the Strategic Theme proposed by the São Paulo State Department of Education (SEDUC): Enhancing the curriculum implementation process to improve learning outcomes. The Center's research activities are organized into five thematic axes, with this plan specifically linked to Axis 2 - Communication and Interaction with Stakeholders. Strategic planning theories highlight that no organization can effectively achieve its objectives without considering its stakeholders. Beyond identifying them, it is crucial to understand their expectations and develop mechanisms to address them, fostering win-win relationships. In the educational context of São Paulo - one of the most complex and wide-reaching in the country - this multiplicity of actors is particularly prominent. Stakeholders include teachers, school administrators, and families, as well as municipal education departments, the Public Prosecutor's Office, the Legislative Assembly, other state departments, professional councils, and national bodies such as the Ministry of Education and UNDIME.The diversity and plurality of interests and agendas among these stakeholders present significant challenges to the formulation and implementation of effective public policies. In this context, the research is both relevant and urgent: strengthening communication and coordination among the various educational actors is essential for ensuring consistent curriculum policies capable of preparing citizens for the demands of the contemporary world. Accordingly, the central research question guiding this project is: What are the existing challenges and possible strategies to ensure more effective communication and collaboration among the various actors involved in curriculum policies and school management? The general objective of this research is to identify these challenges and propose effective strategies to strengthen communication channels and articulation among different stakeholders, thereby contributing to the improvement of curriculum implementation and the overall quality of education in the State of São Paulo.
