Abstract

Since the promulgation of the 1988 Federal Constitution, regulation has become a foundational element of the Unified Health System (SUS), used as a key tool to ensure access to health as a right. The concept, practices, understandings, and purposes of health regulation are still subject to debate, ranging from differing interpretations, and state and/or regional experiences that are often incipient and ineffective to discussions the guarantee of the right to health, or even as a tool to reduce inequalities in access.Identifying and characterizing the policies adopted in health regions of São Paulo can provide us with inputs to present the strategies for the development and structuring of regulation complexes that have been implemented so far, identifying the political roles involved in this organization and their institutional arrangements aimed at ensuring equitable and comprehensive access. Additionally, this analysis will highlight the main advances and challenges in the design of the National Health Regulation Policy, PNR, identified in the studied regions.The object of this study is to conduct a literature review and identify the main models of health regulation adopted in the health regions of São Paulo, with a special focus on the formation of the regional regulation complexes. This will be an exploratory, multiple case study, based on the organization and compilation of secondary data, along with the application of a web survey targeting managers and healthcare providers.
