Abstract

This project proposes a research internship abroad aimed at developing and applying a complementary comparative model to the Comparative Agendas Project (CAP), focused on analyzing presidential rhetorical agendas in South America. The study examines the speeches of presidents from Argentina, Brazil, and Uruguay between 1989 and 2023, including annual messages to national congresses and inaugural addresses, which constitute the documentary corpus and the core object of analysis: the presidential rhetorical agenda. The methodology integrates qualitative and quantitative strategies inspired by CAP protocols, enabling the construction of comparable indicators of political attention. The research is connected to initiatives such as the Brazilian Policy Agendas Project (BPAP) and the Colombian Political Agendas Project (COL-PAP), reinforcing collaboration with international and regional networks in public policy studies. After conducting longitudinal analyses of each country's rhetorical agenda, a transnational comparative analysis will be carried out to identify patterns, convergences, and divergences in the distribution of governmental attention. The internship will support the development of an analytical model tailored to the institutional, political, and discursive specificities of Latin America, contributing to a deeper understanding of executive agenda dynamics in the regional context.
