Abstract

The central issue addressed in this research is the lack of a project culture in public works. The research topic is part of the broader thematic field of defining public architecture, encompassing projects developed within municipal, state, and federal departments responsible for public works. The theme of public architecture unfolds into three main axes: urban infrastructure architecture, public facilities architecture, and social housing architecture. This research is anchored in the study of public facilities projects, which are, by definition, public services housed within public buildings at the municipal, state, or federal levels.The main objective of this research is to explore how Social Equipment Plazas (PES) could be systematically and integratively implemented within hydrographic subdistricts (microbasins), ensuring an adequate distribution of public facilities for every 20,000 inhabitants. This analysis considers population demands based on data from the 2022 Census conducted by the Brazilian Institute of Geography and Statistics (IBGE).The methodology comprises four stages, structured around the conceptual triad of place, program, and construction, followed by a synthesis phase of the findings. The expected final product includes a scientific manuscript and a meta-project in architecture and urban planning for an interdepartmental Social Equipment Plaza, focusing on services provided by the São Paulo Department of Social Development.
