Decent work, safety and health: an analysis of local, regional and national indicators using the Smartlab platform

Abstract

Decent work is the one which is considered economically and socially appropriate, carried out in conditions of freedom, equity, and security, and capable of guaranteeing dignity for the workers. It is part of the Sustainable Development Goals (SDG 8) in the United Nations (UN) 2030 Agenda. However, there are major challenges to its full implementation, such as informality, the deterioration of work relationship, and difficulties in monitoring working conditions. In this context, underreporting is recurrent, hindering monitoring, the issuance of Work Accident Reports (CAT), and the identification of occupational diseases, among others. Due to this obstacle, practical actions such as analysis, evaluation, planning, and the adoption of effective public policies become more difficult, which contributes to the deterioration of workers' health. As a data analysis tool, the SmartLab platform is efficient by encompassing information that guides important sectors, such as the Reference Centers for Workers' Health (CEREST), aiming to overcome difficulties in recognizing and reporting work-related issues and enabling a cultural shift based on prevention and transparency. Thus, the objective of this project is to investigate indicators related to Decent Work, covering 12 axes, and Occupational Health and Safety, covering 14 axes of the Smartlab. This is a cross-sectional, descriptive, comparative, and quantitative study using secondary data. Local, state, and national indicators will be analyzed and tabulated in Excel. Expected results include analyzing the overview of working conditions, safety, and health in the municipality of São Carlos, comparing them with state and national data. Furthermore, it aims to highlight possible inequalities in work accident records, such as signs of underreporting, especially in relation to occupational diseases. The results will make it possible to identify how São Carlos stands out in relation to national data, serving as a basis for actions involving the promotion of workers' health in the municipality.
