Abstract

This activity plan aims to develop methods and tools for the Performance Evaluation of the Program for the Conservation and Restoration of Permanent Preservation Areas (APPs) in the Municipality of São Paulo. It is carried out through a partnership between the Federal University of ABC (UFABC), the Municipal Secretariat for Green and Environment of São Paulo (SVMA), and the National Observatory on the Human Rights to Water and Sanitation (ONDAS). The program seeks to address socio-environmental challenges related to climate change, degradation of APPs, water security, and socio-economic and environmental inequalities, while promoting biodiversity conservation. The proposed initiative operates on two levels: Availability, focusing on operational aspects; and use of scientific information in decision-making processes or in the revision of public policies. This strategy will enable the monitoring of the project's development and effectiveness, the identification of achieved outcomes and encountered challenges, and the adjustment of strategies as needed. The master's research project includes activities such as a literature review on the topic, data collection on implemented interventions, analysis of the results obtained, identification of challenges and opportunities, and the creation of an evaluation report with recommendations for project improvement. The adopted methodology encompasses both qualitative and quantitative analysis, comparing the results achieved with the established goals, and aiming to align the implemented actions with the program's guidelines and objectives.
