Abstract This project aims to understand the legislative process concerning racial profiling, focusing on the legislative proposals presented in the National Congress, the parliamentary debates held, and the report prepared by the Commission of Black Jurists. Based on a qualitative approach, the objective is to identify the disputes surrounding the normative construction of racism, especially with regard to police violence. The six selected legislative proposals include both proposals that seek to curb this practice and those that aim to protect state agents. The project thus proposes to understand how distinct conceptions on the subject are legally formulated and conceived.It aims to increase the visibility of the lawmaking process, contribute to the denaturalization of consolidated conceptions of punishment and penal sanctions, and contribute to the literature that investigates racial profiling. A bibliographic review will be conducted to support the documental analysis. The method for processing the information will be aligned with the principles of Grounded Theory. | |
