Abstract

Although the water crisis that occurred in the São Paulo Metropolitan Area (RMSP) cannot be explained solely by climatological factors, situations such as the 2013-2015 drought highlight the need for mitigating and preparatory actions in response to extreme hydrological events. Positioned within a strategic governance framework, the River Basin Committees (CBHs) have the institutional and legal capacity to promote proactive mitigation and preparedness actions, an approach still underutilized in the context of São Paulo. This project aims to analyze the role of the Upper Tietê River Basin Committee (CBH-AT) in drought risk management, considering its deliberative and consultative nature within the scope of water resource management. The research adopts a case study as its methodological approach and combines document analysis, semi-structured qualitative interviews, and questionnaires administered to members of the Committee. Thus, the study aims to identify institutional factors that enhance or limit the actions of the CBH-AT, proposing criteria to assess its effectiveness in drought risk management, and generate recommendations to strengthen intersectoral drought risk governance.
