This post doctoral research proposal has, as its central object, the city center housing movements actions, formed by collective rental houses (cortiços) dwellers, on the housing policy and on the city center urban development policy. It's also be researched the formation, the internal organization and the mobilization of such movements, the socio economical evolution of the city center, the real state dynamic of the buildings used as collective rental houses (cortiços), the public policies to fix the low income population on the city center or the gentrification, and the real state sector interest in investing on the city center. The research is focused on the period 1990-2009, when the movements are first formed, conquering housing on the city center, and it is also the period when it occurs a grownup debate, on the public institutions, about the right of the low income population of living with dignity on the city center.
