Abstract

The Brazilian basin committees, mainly in São Paulo State, are doing a great effort in carrying out environmental diagnoses that can support decision-making processes in planning and management of water resources. These diagnoses, such as the Zero Report of Piracicaba, Jundiaí and Capivari river basins, have been constructed as a simple sum of existing information about the environmental themes, without a systemic integration structure of emergent properties applied in the decision-making processes. Among the possible prospects for synthesis of environmental information in a territory, the characterization of environmental vulnerability of river basins can be an effective approach for the identification of strengths and weaknesses of the water for the multiple uses in these territories. Accordingly, the proposed research aims to achieve a characterization of territorial environmental vulnerability of Piracicaba, Capivari and Jundiaí river basins, in São Paulo state, related the pressure offered by the various demands for resources water multiple uses.
