Abstract

The lack of water and sanitation services (W&SS) access to drinking for socially vulnerable populations is the main problem to be addressed by the project in question. The focus is on building a benchmarking tool that can contribute to improving the quality of services to populations in precarious settlements of the municipalities of the PCJ Basins. The benchmarking tool consists of performance indicators. The project will propose the best W&SS universal access indicators for use in a benchmarking process. The indicators selection method is innovative, crossing the best results (in terms of universal access) with the best management practices, through multivariate statistical techniques correlation. It will be used two approaches to identify best practices in management, between municipalities and another within a municipality. The main expected outcome of the project is a toolbox for benchmarking applied to the context of the provision of W&SS to slums of the PCJ basins cities. This tool box includes benchmarking indicators set defined throughout the project, and the mapped set of good practices. This tool can be used by operators, regulators, government and civil society in order to improve the quality of services. Another expected result is a diagnosis of the services coverage and practices of the various actors related to water and sewage services to slums in urban areas in the municipalities entered the PCJ basins.
