Abstract

This research project aims to examine how Brazil has been involved in the international climate change regimes' construction during the Luis Inacio Lula da Silva government. In this direction, there will be a review of the theoretical literature about regimes in order to use it properly on considerations concerning the object of study. Next, we will analyze the construction of the environment international's regime as a whole and, subsequently, the specific regime of climate change. This assessment is intended to provide an overview of the international regime in the environmental area to then demonstrate how the Brazilian foreign policy was built in this area. Our hypothesis is that the insertion of Brazil in the elaboration of this international regime is grounded in the widespread notion that there is a need to renovate the global energy matrix through the defense of the rational use of biofuels, specifically ethanol, in line with domestic business interests. Regarding this discussion, we will talk about the concept of national interest in order to, finally, analyze the benefits and negative externalities that this international task promotes in the country.
