Abstract

The public policies for territorial planning and adequacy of the urban land use in accordance with the social and environmental quality have not been well applied for brazilian major cities. Focusing to Santos (São Paulo ¿ Brazil), it is clear that this reality also is repeated for smaller towns. Different patterns of distribution of intra-urban land use can be recognized along to Santos insular area. Also, Santo stumbles upon absence of spaces for the horizontal growth of its urban stain, being this fact justified by the high number of people which are attracted by the port activities and tourist activities. In this sense, the production of its urban space currently occurs through constant deployments vertical ventures which since 1970 decade have attributed to localities close to the waterfront the characteristic of harboring large buildings, mostly of high standard. This dissertation aims to construct a speech based on geographic methodologies which sought to understand the production of urban space in Santos with the purpose to assist the implementation of spatial planning public policies in order to provide a more democratic use of the city for all social spheres. In this way, the construction of this speech was possible from qualitative and quantitative analysis from data produced by mapping of intra-urban land use, in which were systematically classified 38 distinct classes of activities that predominate in each urban block. From the final result of this cartographic production, it was possible to analyse the intensity of occurrence of each of these activities by the Kernel Intensity Estimator, which enabled the understanding of how Santos urban space is structured in the current period. In this sense, it was evidenced how it is outstanding the presence of mixed activities. Despite of the predominance of this kind of activity, the empirical observations provided the analysis and differentiation of urban typologies of patterns found along the urban space, showing how the land price has direct influence on the spatial distribution of each individual in the study area. Under this optics it was possible showing cartographically where these typological patterns occur, uncovering how different some areas may be classified, where some are presented as home to the socially excluded population and others are defined by the presence of medium and high standard activities (AU)
