Abstract

This doctoral thesis studies the Brazilian State¿s economic policy of financing large domestic corporations, a policy that is implemented by the Banco Nacional de Desenvolvimento Econômico e Social (BNDES, National Bank for Economic and Social Development), and the Brazilian foreign policy in which the bank is vigorous participant by the aid of investments in such corporations in order to increase its business abroad. During the two presidential terms of Luiz Inácio Lula da Silva (2003-2010) the government, by executing in the Brazilian social formation a "neodevelopment" policy, helped to increase the activities and to protect the businesses of the inner Brazilian bourgeoisie from the competition of international capital. In its foreign relations Lula's government implemented a foreign policy that privileged the relationship with Latin-Americans and Africans countries, which economy attracted voluminous Brazilian investments led by such fraction of the bourgeoisie. The BNDES is significant part of this process, in which the inner bourgeoisie is leading force. Its financing policy favored and supported the diversification of stakes held by such corporations in a variety of sectors of the economy, and enabled them, both at home and abroad, to realize higher investments, boost their incomes and expand their assets, turning them into mostly-national-capital great corporations, leaders of market in its sectors, transnationals and high-rated in income and wealth. Therefore, this work brings out our research about the financing policy of BNDES for Brazilians companies and its entailments in Brazil and abroad (AU)
