Abstract

Climate change can drastically affect the urban environment and greatly impact people¿s life. The vulnerability of megacities will be intensified by these changes which will aggravate extreme events. Based on the world risk society initiated by Ulrich Beck, this research considered Beijing and Sao Paulo in the tense greenhouse gases¿ emissions¿ discussions between so called emerging and developed countries. The purpose of the study was to identify the main risks in these cities, to analyze whether the climate policies of their governments had these risks under their accountabilities and the differences and similarities when building their policies. Based on XXI century challenges, this study looks forward to contribute to the academic climate change debate as well as the development of effective public policies.
