Abstract

Despite the benefits offered by electronic health records (EHR) in the healthcare process, there is a growing body of evidence that such technologies may also result in risks to patient safety when developed or used improperly. However, there is a gap in the literature about the negative impacts of EHR on patient safety. In that context, this work aimed to investigate strategies to mitigate the risks for patient safety associated with EHR. The three main phases of this work were: (1) identification of the risks that EHR may pose to patient safety, (2) identification of strategies to mitigate those risks, and (3) evaluation of EHR certification process from SBIS-CFM. The first two phases were performed by literature review, whereas the third one used the results obtained on the other phases to evaluate the EHR certification process regarding to comprehensiveness of the risks. The risks identified were classified based on the EHR lifecycle and a sociotechnical system of five dimensions (organization, people, process, external environment, and technology). The risks related to the EHR development phase were also classified according to software quality model of the ISO/IEC 25010 standard. This work aims to develop a model that can be used as a base for EHR vendor, health organization and police makes to be aware of the risks that EHR may pose to patient safety when developed or used improperly.
