Abstract

The project to transposition the waters of the São Francisco River aims to integrate the basins of the São Francisco river into the northern Northeast basins with the construction of two main axes with the capture of water in municipalities of the state of Pernambuco to bring water to the backlands of Pernambuco, interior and metropolitan region of Ceará, interior of Rio Grande do Norte and Paraíba. There is a complex process of conflicts of interest involving a range of social actors: traditional communities, environmentalists, municipal, state and federal government bodies, political parties, entrepreneurs, etc. This research aims to develop an analysis of the conflicts during the process that preceded the approval of the project by the National Council of Water Resources. In order to reach this goal, we use a methodology based on re-reading the process of participation of the social actors represented mainly in the São Francisco River Basin Committee. As a research procedure we used bibliographical, documentary, newspaper library and fieldwork interviews. After thorough analysis, we understand that all the debate and conflicts surrounding the transposition is the result of a political arrangement within the ruling class as opposed to the interests of the working class. We find that the major proponents of transposition are linked to a new fraction of the agricultural exporting class. It is a complex process that will make possible, after centuries, the approval of the project of transposition of the São Francisco river in the government of Lula (AU)
