State, territory, governance and development polices: a study on regional development policies for local productive arrangements in the states of São Paulo and Minas Gerais during the new developmentalism (2003-2015)

Abstract

This research aimed to analyze the relationship between the State, the business community and civil society in local / regional development initiatives, during the Brazilian context called New Developmentalist (2003-2015), taking as a case study the policies aimed at Local Productive Arrangements (APLs). To this end, we will start from a comparative analysis of the development policy formulated at the national level aimed specifically at the APLs with its developments in the state policies, such as the states of São Paulo and Minas Gerais, in which we selected two important shoe producers (Birigui/SP and Nova Serrana/MG) and two arrangements of the textile and fashion industry (Americana/SP and Monte Sião/MG). The methodology employed consisted of document analysis, bibliographic survey, field research and secondary data collection and systematization. Finally, the study assumes that the APLs should be understood as examples of shared governance structures that, in addition to contributing to the economic and social dynamics, can guarantee sustainable territorial development policies that originate at the local scale democratically. Objectively, the problem is to understand how these three elements are related (harmoniously or conflictually, efficiently, well-articulated or not, etc.) - in the theory and concrete realities analyzed - in order to implement efficient regional development policies, supported by practices (actions or forms) of territorial governance (regular, adequate or sufficient) guided by principles such as optimization of resource management and a harmonious and well-articulated social concertation between the actors involved, that is, in a coordinated and normative environment, practices that lead to this effective and sustainable process of territorial development.
