Abstract

The present work investigates how Internet governance is conducted, what are its technical and national boundaries, and which are the key players of this network of networks. To do this, it first resorts to the knowledge of elements that contribute to the constitution of this worldwide network of computers, such as cybernetics, the formation of the network architecture from a historical and technopolitical point of view, and then to the identification of the key players of the Internet governance. In this sense, the study of Internet governance is performed in view of an upward analysis and the reading in intensity, proposed by Deleuze. Finally, compositional elements of the ebb and flow of conducts conduction of this network are traced, showing the fundamental elements of both power mechanisms and Internet vanishing points, also evidencing the movement that the control of this network has, its constitutive inefficiency and the rebellious spontaneities that this network configuration contributes to emerge. This thesis is important in two regards: inasmuch as the Internet is present in a significant part of the world population, a deep knowledge on it would cooperate for more critical uses; and for contributing to the debate on Internet governance in the sociological field (AU)
