The Brazilian regional issue in the context of federal public policies

Abstract

Regarding the Brazilian regional issue, the period from 2003 to 2014 stands out due to the emergence of the discussion about the implicit regional policies and their influence on the reduction of regional inequalities in Brazil. In order to deepen these discussions, we examine the regional approach of some policies developed by the Brazilian Federal Government during this period. The reference period corresponds to the presidential terms of Luiz Inácio Lula da Silva (2003-2006 and 2007-2010) and the first presidential term of Dilma Rousseff (2011-2014), a context in which several strategic sectoral policies were formulated. The purpose of the study is to critically analyze the convergences and divergences between federal public policies based on their diagnosis of regional inequalities in Brazil, with particular attention to the underlying conceptions of the region, and on the proposals related to overcoming regional inequalities, including the regionalization of the Brazilian space adopted by them. Using the Policy Analysis method, we draw a methodological framework that includes three dimensions: a) policy: the analysis of the content of public policies in order to evaluate the epistemology of geography in their scope, especially the use of the category region and the adoption, by the Brazilian State, of geographic ideologies with a regional perspective; b) polity: the examination of the political and economic status of federal agencies and their respective policies within the framework of the Brazilian Public Administration; c) politics: the identification of the main actors present in the formal political arenas and their probable interests, as well as the identification of the political alternatives existing in such arenas regarding the overcoming of Brazilian regional inequalities. In this way, national public policies, plans and programs regarding (i) Regional Development, (ii) Education, (iii) Science, Technology and Innovation, (iv) Industry, (v) Cities, (vi) Logistics and Transportation, and (vii) Tourism were examined. Based on our findings, we point out the existence of substantial divergences associated with epistemological disputes over the regional issue, but also ideological, paradigmatic, and doctrinal disputes over political, economic, and social issues intrinsic to regional inequalities in Brazil and the actions of the State. Such disputes are facilitated by the very nature of the National State (in general) and by the operating mechanisms of the Brazilian State (in particular), permeated by intense conflicts between the actors present in the formal and informal political arenas. Therefore, we conclude that the predominance of sectoral, competing, and contradictory policies and the subalternity of regional policies in the Brazilian Public Administration intensify the problem involving the existence of remarkably divergent diagnoses and propositions about the regional issue in the political-administrative framework. This generates tensions, conflicts, and disputes that undermine the effectiveness of government planning and, consequently, the implementation of policies aimed at regional development and the mitigation of regional inequalities in the country. Consequently, the multidimensional, cross-sectional, and cross-scaling approach to regional policy and sectoral policies that should come together is compromised, as well as the existence of a long-term strategic vision agreed upon by the institutions and developed in a context of cooperation between and within different levels of government. It is noteworthy that both characteristics are essential for regional public policies, due to the breadth and depth of the challenges to overcome. (AU)
