Abstract

Understand the meaning of the influence of business class in educational policy requires an effort in multiple directions. This research has a privileged object in this sense. The Reform of high school, sanctioned by provisional measure, took place after the institutional coup that empowered President Michel Temer and ate the middle of a series of structuring reforms, such as the governmental spends limits and labor reform. The general objective of this work is to investigate the influence of the business class in the High School Reform, published by the provisional measure 746 of 2016 and transformed into law 13,415 of 2017. The research methodology is documentary, using techniques for the apprehension, understanding and analysis of documents. The selected documents were: normative/legislative of the Reform; public audiences of provisional measure 746/2016; business class documents; newspaper and magazine reports; secondary sources of other researchers. After the historical situation of the business class action ¿ highlighting the Unibanco Institute and All For Education (Todos Pela Educação) ¿ and the analysis of its decisive participation in the approval of the Reform, under concepts of The Broad State of Bernardo (1991, 2004), the meaning of the proposals of the entrepreneur for high school and youth was analyzed, from the following categories that emerged from the research: human capital; pedagogy of competencies; New Public Management and its dispositive such as accountability, the best practices and the targeted policies; the evidences based methodology; and the discourse of youth protagonism. In order to show that the process of mercadification is part of the capital crises to find means for absorption, it was analyzed the process of mercadification that the Reform induces, through partnerships, the possibility of distance education, the actions government, the new possibilities that open to the market with the changes in the curriculum. It was concluded, then, that the Reform has two complementary meanings. On the one hand, it is characterized as a market opening for capital absorption; and on the other, it reveals a neoliberal corporate project and the production of a mercantile subjectivity. Any and all state intervention, according to the guidance of the business class, should respond to a fundamental premise, namely, the increase of productivity measured by standardized tests, which evaluate aspects of competencies in Portuguese and mathematics (AU)
