Real and formal use of urban space in the Metropolitan Region of Campinas : an analysis for territorial planning and management

Abstract

The urbanization process manifest itself through a configuration of a set of different urban uses, according to the interests and strategies of different geographical space producers, and it must be regulated by appropriate laws in order to control and plan the urban expansion. Due to this fact, urban perimeter laws are the legal instrument that should look after urban management and planning. The main objective of this research is to understand the relationship between urban area and urbanized area within the geographical space production process in the Metropolitan Region of Campinas (RMC). The urban area is limited by urban perimeter laws and represents the formal use of this urban space. The urbanized area, the social-space practice objectified through the city, represents the real urban use of this region. The relationship between the different uses reveals the influence of different agent involved and its strategies, which will form a particular urban space configuration. In this research, the appropriate infrastructure was used to obtain, process and analyze geographical space information through the so called geotechnologies. Due to the complexity of the information obtained and the spatial relation in the RMC, the use of this geotecnologies was found to be of a great importance. The issues that arose within the development of this research, from urbanization, real and legal urban limits to the economic influence of the region, proved the importance of the aforementioned research in the understanding of the relationships in the geographical space production process and the existing dynamics in the RMC. This research allowed the identification of six different situations regarding the relationship between real use and formal use. Based in these situations, each municipality within the scope of this research was classified regarding its "correspondence degree" with the law (urban perimeter laws). This research reveals and indicates the territorial discontinuities present in the RMC urbanization process (AU)
