Urbanization and the process of urban regulation: a critical analysis of the changes in São Paulos Tietê valley

Abstract

This research has two main objectives: to understand the recent changes in the valley of São Paulos Tietê river, chiefly in the wake of the creation of the Arco Tietê strategic territory, an urban project; and to frame this discussion in Marxs terms of a critique of political economy, so as to contribute to a reflection on the production of urban space. To do so, we begin by discussing the concepts that provide the foundations for this research, as well as by explaining the reasons why we see our analysis as a critical representation of space. In the second section, based on an analysis of the urban morphology within the projects confines, the different phases of the areas integration into São Paulos urbanization process are problematized. In the third section, we examine three urban projects (the Arco Tietê being one of them) which are the result of a political economy of space that emerges as a response to capitals economic restructuring. Finally, the Arco Tietê is interpreted as a development of public-private partnerships, and the laws that give the state prerogative over the representations of space are highlighted. The research was based on a review of the body of scholarly work concerned with this topic; on an analysis of laws and historical records; and on fieldwork, with interviews conducted both with residents and with urban policymakers. It is noted that the analysis of space as an object of state policy can reveal important trends in urbanization. This is why a single urban project can open up the pathway for understanding how and why certain urban fragments become strategic targets of a politics of space. In addition, the aim of this thesis is to place Arco Tietê, as well as the regulatory changes it promotes in urban policy, into the context of the critical reproduction of capital, elucidating the projects relations with the changes in São Paulos critical urbanization.
