Spatial productive circuit of oil in the Santos Basin and the political economy of the Baixada Santista Metropolitan Area

Abstract

This research aims to analyse the transformations occurred in the political economy of the Baixada Santista Metropolitan Area (RMBS, in portuguese) since the start of the oil exploration and production in the Santos Basin, more specifically in the Pre-salt layer. To this end, an analysis of the stages and operations that form the oil¿s spatial productive circuit will be made, especially when developing production at sea, seeking to identify the ones that intends to implement themselves in the RMBS. This analysis equally requires the acknowledgement of the several spatial cooperation circles, both the ones that aim to increase integration between the stages of the productive process and those that work towards the viability of locations and regions where the circuit seeks to operate. Between the two sides of this dialectic relation: the oil productive circuit and the RMBS political economy, the mediation imposed by the Brazilian socio-spatial formation stands crucial. These mediations derive both from roughness originating in prior stages of the oil productive circuit in Brazilian territory and from disputes among two political projects in the current conjuncture of socio-spatial formation, especially since the advent of the Pre-salt layer and the recent political crisis: neo-developmentalism and neoliberalism. Based on these analysis, it is possible to deduce how, at first, the RMBS is intensely involved by several cooperation circles, striving for the viability of its space regarding the demands of the oil circuit. However, as of the current crisis of socio-spatial formation, the oil circuit starts to show different dynamics and geometries, so that its presence on the RMBS is increasingly uncertain (AU)
