Power-sharing, spoilers and the regional conflict system: an analysis of the conflicts in Rwanda and the Democratic Republic of Congo

Abstract

Power-sharing has often been used as a tool to solve complex conflicts, as it is a prominent strategy for resolving them through the sharing of state power. In Rwanda, the existence of spoilers led to Arusha Agreement failure, which had foreseen power-sharing mechanisms, and consequently to the 1994 genocide. In addition to the impacts in the country itself, parts of the conflict crossed national borders and fuelled the war in the Democratic Republic of Congo, within the so-called regional conflict system in the African Great Lakes. In this sense, the objective of this research was to comprehend, through the cases of Rwanda and the Democratic Republic of Congo, how spoiler groups affect the performance of power-sharing agreements and based on a sequential analysis of the facts to establish a causal link between spoilers, power-sharing, and the regional conflict system. The research was carried out from the perspective of regional conflicts systems, being qualitative in nature and using the case study approach, where systemic analysis and process tracing were applied as the main investigative methods. As a result, the hypothesis under investigation was confirmed, and the causal link between spoilers of the Arusha Agreement and the Great Lakes Regional Conflict System was also made clear. (AU)
