| Abstract | |
In 1992 two events marked debates on the environment in Brazil: 1. The Earth Summit, in Rio de Janeiro; and the establishment of the Ministry of Environment. This research aims to analyze the trajectory of negotiations for the construction of the Ministry of Environment, as well as reflect on the obstacles to its stabilization. By understanding the construction of the Ministry of Environment as part of the reformulation of the National Environmental Policy (Law 6938/1981), the central thesis presented is that changes in Brazil between the late 1980s and early 1990s, as well as the Brazilian position on the international scene converged towards an interpretation of the environment, which guided the construction of the Ministry of Environment. Based on a theoretical framework oriented to the studies of science, technology and society, more precisely from the works of the Bruno Latour and Sheila Jasanoff, this thesis discusses the relationship between science, democracy, politics and the environment through the articulation of multiple actors, which are: politicians, laws, scientists, ecologists, forest and international cooperation agreements in the co-production of the environment and Brazilian environmental politics in the Nova República.
