Minority political groups in the European Parliament: An analysis of their influence through discussions on the Mercosur-European Union Agreement from 2015 to 2022

Abstract

This study seeks to understand the main positions taken and the main arguments used by minority political groups in the European Parliament when talking about the Association Agreement between the European Union and Mercosur between 2015 and 2022. Studies on the positions of political groups in the European Parliament in relation to the agreement are not commonly made which is why we seek to fill this gap. To discover the positions and arguments used by these groups in the European Parliament we use a qualitative methodology, focusing on the speeches made by these groups in the debates taking place in the European Parliament and on the written questions that members of the European Parliament can ask other institutions. We also use the materials these groups make available on their websites to find out what their political priorities are. By making direct interpretations of the speeches in the debates and the written questions using electronic spreadsheets, we were able to categorize arguments and positions used by these groups when talking about the agreement. We discovered that all minority political groups in the European Parliament, regardless of where in the political spectrum they are on, are not in favor of the agreement and often use the same arguments to support this position, which are the consequences for environmental degradation in Mercosur countries and the consequences of the agreement for the agricultural sector in Europe. Understanding that political groups on the left and right are unfavorable to the agreement using the same arguments allows us to conclude that the opposition is not completely linked to political orientation, but rather to other factors.
