Abstract

Comisión de Estética Edilicia Municipal was created in Buenos Aires in 1923. Its goal was to creat a "solución orgânica e definitiva de las cuestiones edilícias básicas de la Ciudad". Two years later, the commission’s work led to the creation of Proyecto Orgánico para la organización del Municipio. It was an urban plan that aimed to create diagnosis studies on the city and also had ideas to its regulation plus some sketches of urban intervention. This document was faced as a political and technical tool of urban management by Buenos Aires’s politicians. It was made possible through different strategies in which public authorities would track the urban interventions. Therefore, historiography considers this as the first holistic and systematic attempt to control the city development, even though it has not led to actual urbanistic changes. This thesis focuses on analyzing this project. Its aim is to comprehend how ideas and actions were made up and how urbanism was consolidated as a knowledge field throughout the debates on the city. We look forward to creating a study based on Proyecto that allows us to understand urbanism’s theory and practice which were discussed bringing urbanistic concepts to bear in 1925. We analyze this document in parallel with other sources (such as, techpubs, other projects and scientific meetings) that allow us to deeply observe this debate. These concepts guide and express the debates about the city. Considering that urbanism is a subject in which its constitution was made up in an international bias, different groups in various countries were active on the debates concerning the cities. Therefore, although our analysis focuses on a project for Buenos Aires, we look forward to discussing a transnational debate, considering the flow of ideas in urbanism.
