Abstract

The tendency to subcontract services is a growing phenomenon in Brazil, identified in several of the economical segments, yet highlighted in the sub sectors of civil construction. However, little is known about the subcontractors that act on behalf of the building companies: who are these subcontractors? How are they organized? How are they managed? How do they view changes within the sector? Which are their politic concerning human resources? How can their technical and managerial competence are described and how do they perfect them? The objective of this work is to characterize the subcontractors who undertake the work of constructing buildings within the Metropolitan Area of Sao Paulo - Brazil, and also to study the existence of the relationships between the subcontractors and the building companies. This investigation field includes the subcontractors, but also takes a look at the broader questions, these carry so much importance in themselves, giving focus to the subject of human resources, we therefore have to \"zero in\" on the aspects of the technology that is involved in the production, in measuring the competence of such agents, while bearing in mind that they influence the progress of constructive technology. Concerning the relationship between the subcontractors and constructive technology, or how this technology is viewed by them, the research studies sub-themes: \"Rationalization\"; \"Technological Innovation\"; and \"Quality Management\". Concerning the Management of Human Resources, the investigated themes include studying: the \"Profile of workers and subcontractors\", ensuring for instance that the ideal candidates are selected for employment; the \"Training\" of blue-collar and workers on managerial and technological activities; and \"Motivation and Turnover\". The accomplishment of this study propitiated the identification of problems faced by contractors and subcontractors and the propositions of best practices to afford them.These best practices can reduce the difficulties that are inherent when using subcontractors, contributing towards progress in the building sector and to a strong relationship between these agents, resulting in better products and more satisfied final customers.
