Abstract

The complexities in sustainable development configure a paradigm that makes effective environmental management necessary. Such goal depends mainly on the creation and deployment of public policies. The autonomy of the cities is assured by Brazilian Federal Constitution, which, together with Environmental National Policy, represents to the country an actual progress on environmental matters. However, so that an effective environmental management occurs, it is utterly necessary that society takes part on the administration processes. In this sense, the Municipal Environmental Councils are key parts of a local environmental management aiming to increase quality of life. Literature emphasizes that the efficiency of these institutions is related above all with its structure and functioning. Based on this assumption, the main objective of research was to identify opportunities for improving these same features on the particular activities of Municipal Council Management and Environmental Sanitation of Santo André (COMUGESAN), as a contribution to its role in local environmental management. The processes used on this work consisted on bibliographical and documental research as well as advisers COMUGESAN interviewing during the year of 2008. Our research is based on an exploratory case in the city of Santo André, SP. Data extracted by this experience was analysed based on the relevance of transparency, democratization and representativeness in decision making processes as well as the importance of the continual learning by the people involved. It was observed that the role of Municipal Environment Councils in environmental management transcends the actions limited to a process of decision making, formulation and deployment of local policies. On the contrary, it extends above all to an enduring effort to maintain the COMUGESAN as an area of citizenship construction and education. From the perspective of the advisers, COMUGESAN constitutes an important democratic background for discussion conquered by Santo Andrés people, which gradually builds itself up as the years go by. Even so, six aspects of improvement were identified: i) Structural ii) Composition and representativeness iii) Skill improvement iv) Environmental education v) Information vi) Continuous evaluation. In this context, as a mean to improve representativeness, we suggest COMUGESAN should formulate activities in order to improve common peoples skills on environmental matters, for instance, by funding an advisers forming school, as well as other several activities involving continuous education. It is also important to make diagnosis at the beginning and end of each administration period. Above all, evaluation process based on indicators should take place not only concerning the Councils public policies, but also its institutional and organizational functioning (AU)
