O T Matsuura holds a bachelor's degree in Philosophy (1962) and in Physics (1967), a master's degree in radio astronomy from the Center for Radio Astronomy and Astrophysics at Mackenzie University (1972) and a PhD in cometary astronomy from the Department of Astronomy at the Institute of Astronomy, Geophysics and Atmospheric Sciences of University of São Paulo (1976). He led the Solar System Astrophysics Group of the Department of Astronomy at IAG / USP, where he obtained the title of Associate Professor in 1990 and retired in 1997. From 1997 to 2002 he was a researcher at the Museum of Astronomy and Related Sciences (MAST / MCTI). From 2003 to 2005 he was Director of the Planetarium and Municipal School of Astrophysics Prof. Aristóteles Orsini in São Paulo. In 2006, he collaborated in the implementation of the magazine Astronomy Brasil, of which he was Associate Editor until the last edition in September 2007. He has experience in astrophysics with emphasis on Solar and Cometary Physics, working mainly on the following topics: solar microwave radio-astronomy, magneto- hydrodynamics of the solar corona and gaseous tails of comets. He works in the history, teaching and dissemination of astronomy. From 2006 to 2012 he was the Latin American representative to the Working Group "Archives" of Commission 41 of the International Astronomical Union and in 2009 he was elected its vice-president, exercising the mandate until 2012.
