PhD in Scientific and Technological Policy from Universidade Estadual de Campinas (2001), including "sandwich" program in Development Studies at the Institute of Development Studies, University of Sussex, England (1999). Graduated and Master in Production Engineering from the Polytechnic School of the University of São Paulo (1983 and 1991), with a specialization in Labor Relations (Harvard University, USA, 1998).Professor of the Postgraduate Program in Administration at the Municipal University of São Caetano do Sul (USCS) since 2002, with research priorities related to local development, production systems and public policies at the regional level.Professor at the Department of Public Management at Fundação Getúlio Vargas (FGV/EAESP) since 2017, having as research priorities the themes linked to urban, territorial and metropolitan governance, sustainable development and infrastructure policies for basic sanitation, in addition to acting as an articulator and coordinator of Immersion in Subnational Governments.
